Court Issues Summary Order for Medical Law Violation
Singer Psy, whose real name is Park Jae-sang, has been ordered to pay a 5 million KRW fine for illegally obtaining sleeping medication via proxy prescriptions.
Judge Choi Ye-jin of the Seoul Western District Court issued the summary order against the 48-year-old artist for violating the Medical Service Act. A summary order is a judicial proceeding where the court imposes fines or penalties through written hearings without a full trial. Under South Korean law, the performer has seven days from the formal notification date to appeal the decision and request a regular court trial.
Third-Party Collection Sparks Legal Investigation
According to legal records, the artist received non-face-to-face prescriptions for sleep-inducing drugs from a university hospital in Seoul between 2022 and last year. The medications were subsequently collected on his behalf by third parties, including his manager.
South Korean law strictly classifies sleeping pills as psychotropic substances, requiring face-to-face medical consultations before issuance. Under Article 17-2 of the Medical Service Act, third-party pick-ups are strictly prohibited—even for immediate family members—unless the patient meets exceptional statutory criteria, such as being unconscious or completely immobile.
Why this matters: South Korea maintains some of the world's strictest regulations on psychotropic pharmaceuticals, legally treating unauthorized proxy prescription pickups as serious medical violations regardless of celebrity status.
Case Resolution and Executive Outcomes
The police previously forwarded six individuals—including the solo artist, his manager, and hospital physicians—to prosecutors in May. Prosecution authorities formally filed for summary indictments against the singer and the attending university hospital physician in July, while granting deferred prosecutions for four other involved medical staff members and managers.
With the court's summary order now issued, attention turns to whether the veteran artist will accept the fine or request a formal trial within the seven-day window.
